How to Build Strong PPP Institutions in Developing Countries: The Role of PPP Contract Management

Last week, the Public-Private Infrastructure Advisory Facility (PPIAF) hosted a webinar on “Building Strong PPP Institution in Developing Countries”.
This webinar followed a global review undertaken by PPIAF to better understand the drivers of success in public-private partnership (PPP) programs.
Based on the findings from this analysis, PPIAF developed a series of Practice Notes that encapsulate valuable findings and lessons in five key areas: capacity building, legal and institutional frameworks, pipeline development and project preparation, funding and financing, and contract management.
This webinar session focused on contract management and highlighted solutions for governments and project proponents to mobilize private financing and inclusive infrastructure investment to reach vulnerable groups and underserved regions.
The session delved into:
- Lessons and findings from dissemination and consultation efforts aimed at better integrating PPP contract management into PPP programs.
- The World Bank’s new web-enabled Contract Management and PPP Portfolio Monitoring System, designed to enhance the effective and efficient management of PPP contracts.
- The Global Infrastructure Hub’s Managing PPP Contracts After Financial Close, a resource developed by PPP practitioners for practitioners, aimed at addressing real challenges and offering solutions in managing PPP contracts post-financial close.
- Innovations and insights from the Philippines’ dedicated PPP agency, the PPP Center of the National Economic and Development Authority.
Guest panellists included: Carrie Farley, Director, Iris Infrastructure Advisory; Amandeep Singh Virk, Senior PPP Specialist, World Bank; Sam Barr, Infrastructure Specialist PPIAF; and Eleazar E.Ricote, Deputy Executive Director, PPP Center of the National Economic and Development Authority (Philippines).
The session was moderated by Jane Jamieson, PPIAF Program Manager, IPG, World Bank and Aijaz Ahmad, Lead PPP Specialist and Acting Practice Manager, PPP Group, IPG, World Bank.
