Parties involved (public and private):
The investment and construction of the project follows a "1 + 1 + X" model for investment and construction: 1 is the power company, 1 is the local government platform company, X is the social capital, which together forms the formation of multi-party joint platform company. The company operates the market terms.
The Project is located in the Beijing Daxing International Airport Zone, which is positioned as an area for international exchanges, national aviation technology innovation and Beijing-Tianjin-Hebei collaborative development demonstration. The Comprehensive Free Trade Zone, which marks the beginning of the development of Beijing Daxing international Airport Zone, is located in the southeast of the Airport Economic Zone, straddling Beijing and Hebei, covering an area of 3.513 square kilometers, with a construction area of 3,833,300 square meters, and a total investment of 2.155 billion RMB in energy and power infrastructure, including two 110 kV substations, 35 distributed infrastructure integration energy stations, 183.05 km, 10 kV lines of 6.32km of tunnels, 27.01km of power tube wells, 54.86MW photovoltaic power stations, and 3046 charging piles. The distributed infrastructure fusion energy station takes electric energy as the core and integrates various forms of energy, such as cold and heat. It integrates various energy infrastructures, including traditional infrastructures and new infrastructures according to the characteristics of resource endowment in the zone, and boldly tries and explores the integrated application of physical information fusion technologies, such as pipe network multiplexing, cold and heat co-delivery, artificial intelligence, digital twin, multi-energy coupling and multi-polymerization.
Aim(s) of the project: To achieve green low-carbon development and realize cost reduction and efficiency improvement.
Timeline
December 2014-June 2019 is the construction period for Daxing International Airport, and June 2019-June 2023 is the construction period for the Daxing Airside Economic Zone.
Relevance to QII
In terms of sustainable development, the Paris Agreement, environmental impact reduction, emissions, ecosystems and other principles: following the "multi-energy coupling, multi-convergence" concept, extensively using clean energy (wind power), local solar energy, shallow geothermal energy and other renewable energy, reducing greenhouse gas emissions and saving significant public infrastructure construction costs. In terms of the principles of operation and maintenance, technological innovation and broader economic benefits: increasing energy efficiency by using multi-energy technology in energy production, distribution and consumption, reducing investment in supporting power guides by using multi-energy coupling technology between high-efficiency ground source heat pump systems and traditional power systems to reduce investment in supporting power grids. Capacity building, providing employment opportunities and other indicators: driving the development of strategic emerging industries such as energy conservation and environmental protection, new generation information technology, new energy, new energy vehicles and provide a certain share of employment opportunities. Growth and development strategies, access to information and data, enabling environment, policies and other principles: encourage social capital investment based on the principle of "openness and sharing"; focus on energy security management, efficient power grid operation and comprehensive utilization of resources, using the "Big Cloud Mobility Intelligence Chain" to build a new generation of integrated energy service cloud platform, helping form new business models.
Benefits
Environmental and ecological benefits: the utilization rate of renewable energy has reached 42.44%, reducing pollution and greenhouse gas emissions caused by the burning of fossil fuels. Social and public benefits: provide more than 2000 jobs, reduce energy costs. Socio-economic benefits: the pulling effect on GDP is significant, reducing duplicated investment.
