This paper has been prepared for the 2016 Plenary Meeting of the Infrastructure Consortium for Africa (ICA) Annual Meetings, which focuses on building quality infrastructure for Africa's development. Its intention is to provide background information, and guide participants for a better understanding of the topics to be covered the plenary meeting. The paper covers comprehensive information on quality infrastructure.
