This latest edition of the European Commission's Guide to Cost-Benefit Analysis of Investment Projects is a practical guide to major project appraisals, with a main objective of illustrating common principles and rules for application of the cost-benefit approach into the practice of different sectors. The guide targets a wide range of users, such as desk officers in the European Commission, civil servants in EU Member States (MS) and candidate countries, staff of financial institutions, and consultants involved in the preparation or evaluation of investment projects. The guide does not require the user to have a background in financial and economic analysis of capital investments.
