These guidelines, circulated by the MoF in April 2015, promote the orderly implementation of PPP projects by guaranteeing effective performance of contractual obligations by the government, and effectively preventing and controlling fiscal risks.
The fiscal affordability assessment refers to activities to identify and measure the budgetary expenditure of PPP projects and evaluate the implementation of projects in the current and subsequent years, to provide the basis for the fiscal management of PPP projects. This, along with the value-formoney assessment, is a critical step in identifying whether the project can be implemented as a PPP. The finance departments at various levels of government are tasked with reviewing the fiscal affordability assessment.
