To improve the infrastructure project development process, the MIWM has developed an investment program called MIRT (Multi-Year Programme for Infrastructure, Spatial Planning and Transport). MIRT is an integrated program for the preparation and decision-making process of infrastructure projects. The MIRT program has rules, procedures and a framework rules of the game in order to direct how a project initiative that needs state funding should be developed and how decisions on project initiatives should be made.
