Measuring performance is the first step in understanding the strengths and weaknesses of any system and take corrective actions. In order to help the implementation of evidence-based public procurement policies and support required reforms, the OECD developed indicators to measure the performance of public procurement systems. These indicators are Efficiency of procurement process; Openness and transparency of the procurement process; Professionalism of the procurement workforce; and Contract management and supplier performance.
