These guidelines were circulated by the MoF in November 2014 to promote and apply the private-public partnership (PPP) model in a standard manner. The guidelines apply to regulating activities, such as the identification, preparation, procurement, implementation and transfer of PPP projects conducted by the government agencies, private and/or commercial partners and other participants. They provide the government agency responsible with the basic steps to be performed for the above activities. They also provide the basic structure of the project implementation program that is to be prepared by the project implementing agency.
