The Port Reform Toolkit is aimed to provide policymakers and practitioners with effective decision support in undertaking sustainable and well-considered reforms of public institutions that provide, direct, and regulate port services in developing countries. This Second Edition of the Port Reform Toolkit has been produced with the financial assistance of a grant from TRISP, a partnership between the U.K. Department for International Development and the World Bank, for learning and sharing of knowledge in the fields of transport and rural infrastructure services.
