The procurement guidelines were introduced in April 2015 by ADB. The purpose of these Guidelines is to inform those carrying out a project that is financed in whole or in part by a loan from the Asian Development Bank (ADB), ADB-financed grant, or ADB-administered funds, of the policies that govern the procurement of goods, works, and services (other than consultant services) required for the project.
The financing agreement governs the legal relationships between the borrower and ADB, and the Guidelines are made applicable to procurement of goods and works for the project, as provided in the agreement.
