There is growing recognition on the need for a substantial ratcheting up of investment in developing countries not just to meet the significant gaps in infrastructure and new investment requirements, but also to ensure sufficient financing for operations and maintenance of past investments and retooling of production techniques to meet the requirements of sustainable development. This paper examines the public finance underpinnings for an enhanced focus on different types of long-term investments as well as on operations and maintenance of existing investments.
