This report is the product of a roundtable organised by ITF at the OECD and the UK National Infrastructure Commission. To identify international best practices, this report reviews the experiences with strategy infrastructure planning. Governments play a pivotal role in providing the framework for investment in transport, energy and water infrastructure on which economies depend. Such investments are open to high risk and uncertainty due to long asset life and large sunk costs. A long-term strategic plan that integrates specific projects reduces such risks by setting out a stable set of priorities for future investment.
