The second volume of the Water Sector Governance in Africa series provides guidelines for the assessment of governance in the water sector. The report provides an overview of the governance issues discussed in the first volume, and then provides instructions for the application of various assessment templates, which can be applied to the different stages of the project cycle, from preparation to completion.
